    Answer (from Ed Evenson DPHHS):

    There are some kombucha manufacturers selling at Farmers’ Markets but they do so under a retail food license. Kombucha does not fall under the Farmers’ Market exemptions.  Fermented products are not included because in this case they create alcohol and need to have some oversight to make sure they don’t exceed the ATF standards for being an alcoholic drink.

    In the 2016 Farmer’s Market Guidelines, there is a list of approved items along with proper labeling instructions.
